Louer pour l’Emploi is an innovative initiative launched by Action Logement in France to strengthen the link between housing and employment. This scheme addresses a twofold challenge: making it easier for employees to access housing and offering landlords a secure solution, while boosting the private rental housing stock.
With millions of employees facing housing difficulties, this programme aims to remove the obstacles related to professional mobility and staying in work, while enhancing the value of private housing through a win-win partnership.
In summary
- Louer pour l'Emploi, launched by Action Logement, aims to make it easier for employees to access housing and to offer landlords, whether individuals or legal entities, a secure solution for renting out their property in metropolitan France or in the DROM (French overseas departments and regions).
- Landlords benefit from the free Visale guarantee, which covers unpaid rent for up to 36 months as well as damage, and from coverage of the letting fees and of employee tenant candidates put forward by Action Logement.
- Three options are offered: a renovation loan repayable over 10 years (€10,000 for any type of work, up to €15,000 for energy renovation), coverage of letting fees (up to €1,000, 3 times a year for furnished lettings and once a year for unfurnished lettings), or a combination of both.
- In return, the landlord must rent out a decent dwelling, charge a rent 10% below the market price, grant Action Logement 30 days of exclusivity for each rental vacancy, and not be a member of the same family as the tenant.

A scheme designed for landlords and local areas
The private rental stock is an essential alternative to social housing for accommodating employees. Louer pour l’Emploi encourages landlords to make their properties available to working people in exchange for guarantees and attractive financial support.
A clear objective: to make it easier for company employees, in particular those in professional mobility or in precarious situations, to access quality housing at controlled rents.
The programme covers:
- All landlords, whether individuals or legal entities (individuals, SCIs, etc.).
- Private housing, furnished or unfurnished, located in metropolitan France or in the DROM.
The concrete benefits for landlords
The scheme stands out for the significant benefits it offers property owners:
- A free guarantee against rental risks:With the Visale guarantee, Action Logement covers any unpaid rent for up to 36 months as well as damage caused by tenants, allowing for worry-free rental management.
- Coverage of letting costs:The fees of the professionals who find a tenant are fully covered, ensuring a simplified process for landlords.
- An advantageous renovation loan to improve the property:
- Financing of adaptation work, energy renovation or compliance work through a loan at an attractive rate of 1.5%.
- A maximum amount of €15,000 with a repayment term of 10 years, allowing the property to gain lasting value.
- A secure letting process:
- Action Logement directly puts forward employee tenant candidates, ensuring a rigorous selection to guarantee stable and reliable occupancy.
- Landlords thus receive support throughout the process.
- A solidarity commitment to support local employment:By accepting a rent reduction of 10% relative to the market price, landlords actively help make housing more accessible to employees in difficulty or in professional mobility.
A tailored scheme: three options to choose from
Louer pour l’Emploi offers three options suited to landlords' needs and objectives:
Option 1: The renovation loan
It is repayable over 10 years and can be drawn down over 3 years. The maximum amount is set at €10,000 for any type of work and can go up to €15,000 for energy renovation work.

Letting fees charged by an approved real estate professional are covered as follows:

- For an unfurnished property: up to €1,000, once per year.
Option 3: The renovation loan + coverage of letting fees
With options to choose from.
Landlord conditions and commitments
To benefit from this scheme, the landlord undertakes to meet certain conditions:
- Let a decent property that complies with current standards: The property must be suited to tenants' needs and meet safety and health requirements (working heating, safe electrical system, absence of pests, etc.).
- Offer a rent 10% below market prices : This cap aims to provide affordable housing while ensuring an attractive return for owners.
- Temporary exclusivity: For each rental vacancy, the landlord must grant Action Logement a 30-day exclusivity period to propose an employee candidate.
- No family relationship: The tenant and the landlord must not belong to the same family, in accordance with legal requirements.
Steps to join the scheme
1. Sign up online: The landlord can fill in an application directly on the Action Logement website to start the process.
2. Set the rent and choose an option: An advisor supports the landlord in estimating a controlled rent and in selecting the option best suited to their needs.
